Cricklewood Sidings Remodelling

Brent Cross West station will be the first major new mainline station in London in over a decade. Circklewood Sidings which have been used since 1860s for marshalling, servicing and holding passenger trains are being remodelled as part of the station project.


Scope

Working with a leading international professional services organisation and their project engineering team, HSRS is leading the system safety activities to demonstrate compliance to the CSM RA Regulations and associated infrastructure manager company standards.

 

Our scope also includes ensuring that the Stations element of the project, being led by the Local Authority, are in possession of the design and as-built evidence for Infrastructure works that will need to be included within their Technical File submission to the National Safety Authority, the Office of Rail and Road (ORR).


Delivery Challenges

  • Unclear split in Project Authorisation Strategy amongst multiple stakeholders;
  • Over onerous CSM-RA Significance assessment for stage Works CSM-RA Significance assessment creating inefficient Independent Reviews by ASBO and unnecessary deliverable;
  • Strained relationships with ASBO and System Review Panels based on late submissions and concerns over adequate scope coverage;
  • Multiple non compliance issues with using new Automatic Half Barrier Level Crossing into a siding environment;
  • Inadequate Hazard Transfer process with TOCs;
  • Lack of input from the wider project team in hazard management.


Benefits Delivered

As part of our activities we have brought a number of benefits to the project:

  • HSRS's Project Authorisation Strategy clearly defined roles and responsibilities and deliverable feeding into the Station being Authorised for Placing into Service from the ORR.
  • We conducted a re-categorisation process for the stage works, reducing the number of Safety Assessment Reports (SARs), de-risking commissioning events and saving costs associated with the ASBO.
  • Our risk assessment for the AHB Level Crossing reduced derogations, gaining acceptance from Major Scheme and Level Crossing Review Panels and the Technical Head of System Safety.
  • Our submissions strategy demonstrated a controlled approach to the delivery of safety assurance.
  • Implemented collaborative Hazard review and management with the wider project team, significantly shortened by hazard close-out time.
  • Proactive engagement with TOCs in regular Hazard Transfer sessions, de-risking project delay due to unacceptable residual risks.
